A Global Space Agency? Maybe just greater international space-collaboration....what should be our long-term goals? And what framework already exists in other nations for future space programs?

In the UK? Hardly anything's there, though the government are planning on building up what little space endeavours the UK is planning. Most British astronauts leave either for the European Space Agency or NASA, so...

Congratulations. So, from that, I think a Global Space effort is very achievable, even in the near-future! In fact, it seems almost inevitable.
